Oregon University System Tobacco Policies and Initiatives

   


The Oregon University System consists of seven campuses and various centers. In September 2007, Oregon Health & Science University (OUS affiliate) became the first university in Oregon to implement a 100% tobacco-free campus policy. At other OUS campuses, policies range from no outdoor smoking restrictions (OIT) to smoking prohibited within 20 feet of building entrances (PSU). See below for details on current policies and policy change initiatives.

The American Lung Association of Oregon (ALAO) supports tobacco-free campus initiatives at all colleges and universities - all students, staff, and visitors should have the right to breathe clean air and enjoy a healthy campus environment regardless of where they happen to be enrolled or employed.

At its October 2007 meeting, Oregon College Health Association (OCHA) members unanimously supported the following statement: "The Oregon College Health Association (OCHA) supports, promotes, and advocates for initiatives to create tobacco-free environments on campuses and encourages all Oregon colleges and universities to be diligent in their efforts to achieve a campus-wide tobacco-free environment."

Oregon University System Tobacco Policies

All OUS campuses: Smoking is prohibited in all non-residential buildings and in university vehicles. Each institution sets its own policy on tobacco use outdoors and in campus housing.

Portland State University

Outdoor Tobacco Use Policy:
Smoking is prohibited within 20 feet of any doorway or marked air intake.

Campus Housing Tobacco Policy:
Smoking is prohibited in most but not all campus housing.

Policy Change Initiatives:

  • The Smoking/ Tobacco Use Sub-Committee drafted a Smoking/Tobacco Use Policy Evaluation Report with recommendations for policy change including establishing smokefree zones on campus.
  • A proposal is being considered to make all campus housing non-smoking.
  • Sales of tobacco products in the campus store have been terminated (October, 2007)

Smoking is prohibited within than 10 feet of building entrances (with the exceptions of 50 feet for Lillis Hall and 25 feet for the Living Learning Center)
Smoking is prohibited in all exterior seating and aisles of Autzen Stadium, Hayward Field, Howe Field

Smoking not allowed in residence halls or campus-owned apartments

Policy Change Initiatives:

  • Clean Air Project – Student-led initiative for a 100% smokefree campus
  • The UO President is creating is creating a task force to study this issue (November, 2007)
